On rewatches I play the movie first because I don't find it very interesting compared to the final several episodes.

Watching the movie after the finale makes way more sense, IMO. Since that's how it was made and that's how most people have experienced it.

No matter when you decide to watch the movie, some people are going to be upset. Lots of us have firm opinions on it, as you can tell based on the fact that many of us, myself included, are still arguing about it. In the end, your best bet is to do what you did and just make a choice. No matter when you choose to watch it, you’re still gonna carry that weight.

YES, big breasted ladies (often questionably young and unrealistically shaped) and fan-service in general are absolutely Anime tropes. Atleast Fay is an adult and has ownership of her body, in line with her character-traits, though she is clearly used for fan-service at times.

I think it's better to watch it afterwards, that way it feels like a final send off to the characters. It loses some of that bittersweetness if you watch it beforehand.

IMO if you watch the movie after the show, it will feel like another episode you forgot to watch before the finale. Just saying.
