Thanks for the clarification on the evacuation, we clearly misinterpreted the situation. :-)

Know Your Roll

I think there was a bit of confusion about what happened on El Facil. The garrison fleet didn't engage the Empire to buy time for an escape, they attempted to flee on their own and got caught. They were trying to abandon all the civilians. Yang merely predicted that's what their commander would do, as that commander already retreated once and led the Empire to the planet. So Yang just used that opportunity to get all the civilians out, which is why people were so impressed. He predicted and worked around the incompetence of another, then saved millions of civilians. There's also a bit of politics at play here, as the Alliance likely realized they desperately needed to hide the failure of Lynch and decided to heavily promote Yang as a hero instead, painting over his failure with the success of this bright upcoming officer. Theta in the final discussion nailed the core question that this series asks: Is it better to live in a decent dictatorship or a flawed democracy? The Empire's founding is as awful as possible but it does seem to be improving, even if it's far from perfect. Whereas the Alliance's founding was based on powerful ideals that they appear to have lost. Right now the show hasn't dived in deep enough to fully reveal the flaws of both sides, but it has already established the question and will spend the rest of the series discussing the answers.
