He beat the shit out of Gohan and Supreme Kai, which was after defeating and eating Dabura, he beat the shit out of Majin Vegeta, who died trying to destroy him but it didnโt work. He fought and stood his ground against Goku when he went Super Saiyan 3, then after that he killed Babidi, and then beat the shit out of Gotenks. He did all that while being dumb and stupid lol it took the evil Buu to stop fat Buu when nobody else could at that point of the saga.

Friezaโs only issue was that he was very small but he still looked menacing and had aura. And Cellโs first form was perfect (no pun intended) for the horror mystery vibes Toriyama was going for when he got introduced.
