They brought him out to talk to Gunn and Lorne, and maybe killed him if they were planning on leaving the next day anyway. So he wasn't down there when Wesley and Fred and arrive.

It's a fantastic one.π A fun side note: the creator of Smile Time is played by David Fury, who has written and directed numerous Buffy and Angel episodes, but is best remembered (by me) as the guy singing "they got the mustard out!" in the Buffy musical episode.
