The thing about Lucy and growing up in Vault 33 is that Lucy (and fellow Vault 33 dwellers) were raised to know virtually nothing BUT the golden rule. The concepts of evil, crime and deceit are pretty foreign to them, making them naive. That happens to be imperative to this particular vault's goal of 'making future leaders' (aka 'management'). Remember in the games how different vaults had different 'experiments' going on? Management was theirs. This is why Vault 33 came out fairly unscathed as opposed to other vaults you explored that you might remember from the games that were in shambles. I never played the games myself but my dad and boyfriend (now husband) played them religiously so I picked up a few things. There are many youtube videos on the lore of Fallout that are very interesting and fun to watch - including some of the creepy a$$ sh*t some of those vaults in the game were up to...
