I think Aang took Tenzin on trips to teach him airbending. Kya is a waterbender so she was taught at home by Katara, and then I guess it was just fair that Bumi, the non-bender, stayed at home too. I doubt Katara would have accepted that Aang made a favorite of one of his kids and neglected the others. But to children it might have felt like that.

I can understand she's a moody teenager who saved the world and now resents being treated as a child, but I took some deep breaths in the first couple of episodes and I usually love her. Luckily she eventually gets out of the phase where she's blaming everyone.
