I feel like Cherry and Heather are both kind of going through the same struggle. Both feel irrelevant because suddenly their competence in their jobs doesn't matter because there are superheroes and blood painting madmen. So they turn to what they can control. Cherry needs to see that people can still be heroes without masks, which he puts on Matt, and Heather is drawn to Fisk to because as bad as he is she understands him and can sort of treat him.
