Which makes sense why he is trapped and how the sunken palace, is made he might of use the fragments as a method to escape by infecting tournament players to escape. Then it turns out sect made it so they would fight before the sunken palace. I think Ke Yin would have to make a reverse looper rune or a temporal anchor to tether Shen to the present.
