If you go back, you can see/hear the person holding the wanted poster of Luffy and talking, and it was Admiral Aokiji. The Elders were talking about how Aokiji had left base without a care in the world despite his status and responsibilities. Yeah, the sea king is pretty much dead😅(Do you remember the fishmen henchmen Zoro took out ages ago when he was freed by Nami at Arlong Park? They were killed. There's many examples of small characters dying, and of course people's back stories seem to always have deaths🥲. It's just that the important characters seem to be safe, unnamed characters are in the most danger😆). Garp is a Vice-Admiral, if you remember in the live-action Garp talked to Coby about how he could easily get to admiral or higher, but chose not to because then he would have to follow orders from the very top. From this we can guess that Garp is probably as strong or stronger than the Admirals, he is the Marine Hero that took down the King of the Pirates after all. The grass Aokiji froze is what helps it form a shape, without the grass he can't make the shape of the ice sword (that's my theory anyways 💁♀️). Hope this cleared up some stuff for you.
