- Minister of Agriculture for Russia, Dmitry Patrushev, reported that fuel shortages have become fuel outages in some regions, blocking harvesting and fall planting
- The spot market price for RON Premium-95 gasoline hit a new record in St. Petersburg, Russia
- Russian oil exports sunk to an 11-month low due to a lowering of the Russian discount rate, which has left it uncompetitive
- Russian economist Dr. Igor Lipsits predicts that the rouble will reach an exchange rate of 130 to $1 by the end of 2023
