Because a lot of Assard live underground they change their outfits when they are on the surface which involves more, poofier layers. Underground it can be humid, to provide a good ecology for growing Mushrooms. Many Assard cities are thus located near underground lakes or steam vents for that reason. Some layers are even designed to be worn for swimming.
Not pictured here is another layer, though it probably won't appear in Dizzy Hearts, Assard typically have another layer that goes over everything to protect them from sandstorms.
