There are some really great replacers done for these already (lore friendly or not). I never was a fan of the vanilla game's Retro Sci-Fi style, thus a small aesthetic change can make the story have more weight.

The Brotherhood of Steel were born from the aftermath of the United States, a relic the old world left behind. Technology-obsessed, they have set out to trailblaze a bigger brighter future for humanity.

The Gunners fight in larger groups and are much better trained than Raiders. Often patrolling outposts and camps set up to be difficult to attack, extreme caution is required when facing them. Many are shot down instantly.
