In almost every animal (humans included) There are more muscles in the upper limbs than the lower limbs as such a structure aids us in stability and the center of gravity when we walk. The larger upper limbs are especially helpful in stability when we gain a burst of speed in running and jumping and swimming. The upper limbs (or thighs) does all of the hard work for our limbs. Another reason why the upper limbs are bigger is to support the torso of the body. If the limbs were small we would not be able to walk at all. This is how nature designed all of us.
