My head-canon to why was because Jiyuu couldn't give birth anymore after chapter 4 since she instantaneously used her quirk to protect Ryuusei right after giving birth [which a new mother usually should never push her body then and there] and resulted to damaging her body almost to the brink
Including that her quirk is circulating blood within her before it expands externally as a weapon
Also because Dabi really doesn't wanna have his time divided by a few more brats
