What is the Greater Terran Union's policy on Weapons of Planetary Destruction?

The development of the “Sword of Terra”, a colossal warship capable of destroying an entire planet, has caused some concern within the Greater Terran Union regarding its future use. While few would argue the necessity of deploying such a weapon against the homeworld of the Tyrum, there is some debate if the Sword of Terra should be used against other species.

What should the policy of the Greater Terran Union be regarding the use of weapons of planetary destruction?

Unconditional No-First Use Policy: The Greater Terran Union will never again initiate a first strike with the Sword of Terra. 

Partial, Qualified No-First Use Policy: The Greater Terran Union will refrain from using the Sword of Terra only against states who do not possess a comparable superweapon. 

Unrestricted First Use Policy: The Greater Terran Union will retain the right to deploy the Sword of Terra against any target.

As if that worked during the Cold War. It wouldn't be long before other civilizations come up with their own super-weapons. It would lead to the galaxy becoming a powder keg and someone would eventually light the match.

The Sword Of Terra was created for one goal only, to destroy the tyrums, they deserve to burn for they are not only a threat to us but for every living being, human and xenos alike, the tyrum would devour every civilization in the galaxy if they were left to do so, but the other xenos are no devouring swarm bound on killing, they have families and a mind of their own, we must remember that none of them ravaged the earth, the tyrums did. Yes some of them are indeed our enemies that is true, The Algan Republic, have attacked our border many times but every times we pushed them back without the help of a planet destroyer, let the Algans come our fleet will stop them but do not use the sword for other races except the tyrums, remember the wessari, we invaded them and took their world, of course we did not killed them like the tyrums tried to do with us, we annexed them in our great union, we almost cross the line that day if go any further we will be no better than the tyrums, a horde of war mongering creatures bent on war and genocide. I Say we must not abuse of this new weapon, we must keep it of course, many other states will try to build a similar weapon, we have change the battlefield but we must restrain ourselves, The Sword Of Terra must only be use in cases of extreme situation.

I believe it is a far more beneficial idea to follow the philosophy of "Better to have, and not need, than to need, and not have". To use such a weapon in open provocation will surely result and yield terrible and costly outcomes, translating into the deaths of billions. However, if we were to simply SHOW that we have such an item, the use of such tool as a means of intimidation will at least further secure our holdings.

The words Earth very own scientist J. Robert Oppenheimer said it best, in the mid 20th century, "Now I am become Death, the destroyer of worlds'". Humanity is by our nature destructive. The council must agree that our lives, human lives, are more important than planets. How many more Soldiers, and Sailors must we sacrifice? Why spend the lives of our citizens when we have the technology to end the once and for all. Let the words of Oppenheimer ring through out the galaxy! Let the xeno filth tremble when they whisper our name, No more will the GTU tolerate insurrection, No more will none humans tread on us. Let them all know that an attack or ill action towards the GTU will be reciprocated 1000x... Let their worlds burn.

planets taken from us can be reconquered but if we destroy planets we cannot put them back together! Thats means fewer resources and fewer options for future colony's we should only use this weapon as a last resort!

Alternatively, if pure destruction is not the goal, then maybe we should invest in the Neutron Sweep and Shielding modules for the Sword of Terra's main gun.

NO LONGER must our proud troops have to tread on Xeno planets! The use of this new planet cracking technology will save millions of union soldiers lives. What power in the galaxy would dare cross the Union once we can snuff out their homeworld with a single blast. I also have reports from the mining union leaders that note rich mineral deposits reside close to the cores of most worlds. What better way to "extract" these minerals than to crack the planet wide open like an egg.

The Tyrum must be exterminated with extreme prejudice. Any planet with a Tyrum pop must be removed from the galaxy.

Ethically, the Greater Terran Union must announce a no-first-use policy and acknowledge a willingness to work with other galactic civilisations. The only exception must be our unforgiven racial enemies the Tyrim. They must be exterminated without mercy or remorse.
