Should I add incomplete CGs to release?

If a CG will not be complete by the monthly release, should I add it to the game anyway?
For example, if the linework is perfect, but color is still being added. (Like the attachment.)
Conditions:
- This will only happen if I'm pleased with the current state and don't expect significant modifications.
- I will likely add some kind of label on the incomplete CG marking it as in progress.
