You are seeing the power of Nodes in real-time and a lot of headaches I've had but finally found a solution!
This technique is called parallax mapping
it is really powerful because it can create fake depth as seen in the gif, really performance improving for heavy scenes since there is not any additional geometry!
the single drawback is from certain angles it is too obvious that there is no Displacement or geometry
Really looking forward using this on new scenes soon, since this works in EEVEE and in Cycles
