Guntank's concept is an outdated design, but we could just treat it as a self-propelled artillery which modified based on some construction company's mech lol... just to deal with some low intensity conflict that probably having mobile suits involved, because they still using proper tanks too. In this era Federation Gov is corrupted due to long period of "peace", most of their weapons are very old school, tanks, pseudo mobile suits, fighters, and battlecruiser heavied tactics in space. Zeon will later forced them to develop advanced weapon like Gundams. To me those Federation soilders handling Guntank poorly, it could serve well as a artillery capable of positioning, self defense, able to consistently overwatching in isolation due to multiple pilots, high load capacity enabled equiment of heavy artillery cannons, and cheap/lazy/easy to build properties, still it looks dumb yes, hopes it get some modernization soon, like how those giant railway howitzer looks could be nice.
