The mech have multiple camera capturing different object from surroundings, so Kira just saw his friends from the cockpit, tracking humans is reasonable to me when there is nothing else to capture in that camera i guess, like poping out sub tab zooming in different targets, accidentally step on some civillian without precautions could cause some headache to the aurthorities you know, hurts nothing to include such action in the system, and such weapon could be designed in casual mode and combat mode, so large weapon can focus on different things between these modes under different circumstances. I think those Gundams are under development, but ZAFT have the intel and ambushed that supposed well-covered colonel suddenly, then could use some reverse engineering in the future, they probably think it might be harder to steal when they are completed and kept in safer places, and of course no point to stay when your aim is to steal the Gundams, dont see any big contradiction to me. By the way Kira and his friends is computer related students, and he especially is good at it. In the cockpit, he just noticed the system is not yet tuned or many settings are blank if you will, so he quickly set it up roughly instead of that technician looking woman who seems not that good at it, maybe that particular Gundam is the last one to deal with because it is a little bit special compared to other four, as you can see it is designed to handle different types of weapon modules.
