The mom had no energy to save herself and pull herself out of the water. It's very likely she was seriously if not fatally already injured and knew it and her main goal was to make sure her child was safe. The thinking is probably that she didn't really even have the energy to save the baby, but used every last ounce of her being to do so before succumbing to her injuries/the cold and drowning. You'd be amazed how easy it is for someone to drown even in sight of others and even in sight of safe ground even in real life.
