If she had predicted it she would've said it was because of her fair but firm leadership style, or Shepard taking a liking to her. Instead she found popularity because several of the Normandy crew were fans of her big ass.
In her off hours she wasn't opposed to being bent over and giving the crew exactly what they wanted while her ass bounced for their enjoyment. Sometimes being a leader means serving those under you and Miranda was very good at doing that.
