I really like both versions of this movie. However I actually like the American version better. To me the Japanese version definitely has a creepy vibe, but for me the style loses a bit of the actual scare factor as it goes and the story gets a bit confusing. I think the American version explains the story better and the visuals are actually scarier when it comes to the faces of the victims as well as the treatment of the video itself. There are also added visuals with the American version that makes it scarier. I really think the end/finale is better with the American version. The sounds in the Japanese version is the one better feature for me...super creepy.
