seems like some festive criminal was having fun terrorizing the wastelands so bad that his wanted poster states that he's wanted dead. Good thing for our boy Nate here, he loves bringing them in like that~ after he's had his way with them~ the people at the bounty counter don't like it as much.. This time he even forgot to put his pants back on before trying to get his claim~
