That shade of red makes him look almost spectral instead of solid like Fafnir. The Orion Queens have their hands deep in galactic affairs. Are these consuls informers for the Dragon Empire? Making sure the colonies don't have any thoughts of seceding as UMBABA did. Interesting that besides Xerxes and The Wise One this is the only other WYRM we've seen fully clothed. Wonder if that's part of the role.
