Liquid CANIS infections originated from an Aesir "chernobyl" event.
The GARM virus prototype contaminated an Asgardian secret weapons development database deep in Ginnungagap. Very early in the Post-Arkon era the Aesir were expanding rapidly under the digitized Yggdrasill creating a number of super-weapons they planned on using in upcoming brazen raids into demonic territory(the muspulheim proxy wars were used as justification).
The Aggregate originally designed the GARM to be used as an Anti-Fenrir program (only a monster can kill a monster) in the new strategy to counter The feared RAG event, this strategy was spearheaded by the newly activated O.D.I.N; but the virus adapted past any safety protocols and firewalls. Aggregate collation calculated the virus's rampage could could be stopped but it could be 'aimed'. And so the virus was lead to infest the Demonic "in-between" dimensions used to train Infernal Soldiers; most famously the Hessian type elite troopers.
What followed was a private proxy war between the newly advanced Aesir's wild Wolf virus and the Old SATAN emperor's elite monster hunter demons.

Hel was one of the last to be blessed with digitization but once she was (forcefully) she became the main programmer in the initial GARM calculations and was indispensable in reverse engineering the Fenrir material they had available (Fenris had been moved to the TARTARUS facilities by this point).
