Yes you will have to pay to get back in but that is your payment for the month of August. So either it's the same you would have to pay at the end of this month. This is just makes it a bit earlier.

2018-08-02 23:51:01 +0000 UTCHonestly I’m not quite sure. It might charge everyone at the same time. But yes if you switch now you won’t be deleted along with everyone else who is currently giving $5. Also yes! All other tiers are staying as is.
