Offering turn key tech solutions to infrastructure needs fits right in with this strategy. Look for Neo to be pushed in fragile/poor countries in Latin America just as they are offering their 5G technical assistance. I find there is a bait and switch element to their "help." If you own the tech infrastructure in a country, they become your suzerain states.
