her conciousness, her quori spirit, and two high funcioning fey spirits (her four pairs of eyes) and the current swarm head (the ferret) are the leaders of this walking city known as Brinmish, and they take decisions in an internal government based on majority decisions, when you are talking to brinmish she only uses plurals, she is a hive, but this is no hive mind
she believes her mission is to bring peace to wandering spirits, neutralize corrupted ones and offer a warm home and company for weary ones
