FWIW, Fukuyama's work on developmental economics, even while he was talking about the "End of History", is actually in complete agreement with you on the idea of trying to develop with an unregulated, unprotected market being impossible. He did a fair bit of work on the development of East Asia and talked about the Developmental State model, which was based around a highly-interventionist state that intervenes to develop a comparative advantage through protectionism and basically providing rents to major industrial firms. It's still dismal capitalism that cares not at all for the interest of workers, but even Fukuyama's work tells us that the US's "development" plan for Afghanistan and Iraq was completely boneheaded.
