We don't know much about her yet, just appeared in the latest story chapter, but "lady" gives out her noble status and she looks indeed like a badass and important person. Hope to see more of her. And yeah, those splashes on background are just official GW2 brushes everyone's free to use. :B

Also this background and your style make whole pic look like ilustration from book, or some in-game story, dunno if it's only my impression cus I didn't play that much, maybe my mind made it up :'D
