Yes, without a CPL a handgun must be unloaded and ammo source must be at least two arms lengths away.

Having a CPL is always a good thing even if you open carry. I live in AZ now and still keep my WA CPL up to date. It makes purchasing a firearms easier and if you are in a car it covers you. It is a grey area in WA to have a gun in the car without a CPL. I believe it has to be unloaded.
