Ozai certainly didn't expect it but Zuko didn't hit him with it because he said it was Aang's destiny to defeat Ozai not him. Also, Aang constantly glowing in the Avatar State is because he isn't driving. The previous avatars only needed the eye flash to access the power, then use as they choose.

2021-09-12 15:58:35 +0000 UTCLol. The point of Zuko going back to the Fire Nation at the end of Season 2 is that he DID IT. He won. He got his father's respect. He got his throne. He got to go to the war council. He got his fine-ass goth girlfriend. He got EVERYTHING he wanted. There was no real ulterior motives from Ozai. Azula is always scheming, but Ozai FOR REAL welcomed his son back as a hero. But it wasn't right. Zuko had to get EVERYTHING he wanted, to get it and have it and stew in it, to realize that he was wrong. That is the point of this arc for Zuko.
