Annie was trailing Kenny because she was trying to find out about whoever has the founding titan. Remember Kenny at this time is Uri's right hand man. It would seem she gained some intel about Kenny and his family, including the kid (Levi) and incorrectly assumed Kenny was the father of that child which he abandoned. She tried to piece a lie together and claimed to be Kennys long lost daughter. But she fucked up by not realizing Kenny was actually that womens brother. Remember even Levi didnt know until Kenny told him that Kenny was his uncle. Oh, and being injured is the key to transforming into titan mode. But the wielder of the power is the one that turns the key when they are ready.
