I would just use the giant titans to endlessly seek and destroy any and all military bases and military research facilities and installations across the globe. Liberate Eldians across the planet and use your threat to make sure they remain free and install local eldians to their local governments as well as Paradise island Eldians into all forgein governments and systems. Make sure any major powers across the globe are partially run by eldians that are freed by you as well as non eldians who support you. The key is to keep your eyes on any and all threats that can arise while you keep all their militaries in check. Failure to cooperate with Paradise Island inspectors, intelligence agencies, and emmisaries will be... investigated. If you can make sure the worlds people understand you only intent to hurt those that wish to hurt you, and cause minimal damage to civilian populations you can keep the peace long enough to catch up technologically as well as build real relations with world governments and grow to have less aggressive influence. Once you make sure the world cannot attack you with your titans you can leverage your islands unique resources to draw in investors and researchers. Acquire top tier scientists and develop your defenses and infrastructure. At that point its essentially a race to the nuclear weapons just like real life. The real question is do you think modern military equipment can stop the rumbling? Would a nuke eliminate thousands of them? Would massive bomber formations and cruise missiles easily crush these titans? How long can the threat of the rumbling really keep you safe in this world?
