Small correction: Maki is the older sister, but her and Mai are twins. In the flashback of Mai eavesdropping as a child, the men talking mentioned twins being bad luck (they were referencing Maki and Mai). And yes, Maki's family (the Zenin clan) is holding her back. Sorcerers advance in rank through recommendations, but a student's teacher can't recommend them for promotion. One of the benefits of the exchange event is making a name for yourself - it would be much harder for the Zenin clan to interfere with her promotions if her strength and talent is well known.
