Kyogai's backstory is a little bit vague here but I'm pretty sure he was already a demon when his father(?) was berating him. The man mentioned "you don't even go outside anymore," likely because he can't go out during the day. Not quite sure why they decided to give him human eyes that transition to demon eyes in an instant - maybe to symbolize that even though he had been transformed, he didn't actually "become" a demon until that moment he decided to give up his humanity?
