They were the vikings/norsemen/kievan vikings who were so impressive the Byzantine emperor made them bodyguards serving directly him. It was also because bringing in these random foreign bodyguards who had no political connection to the empire and this way would remain directly loyal to the emperor. They were formed under the emperor who rules byzantine in the shows time Basil the 2nd. They ended with the fall of constantinople.
