the guy that "caught the bomber" was indeed the same one that replaced the bomb with the bug. You probably forgot but he's a nen exorcist and performed some sort of ritual to do it. In the show he also said that he would be stuck with the bothersome giant bug until he "caught the bomber". Hope this helped.

This arc is probably my favorite arc in Anime. A lot of people complain about pacing but I did not feel it because I watched this arc in like 3 days lol
