They didn't make it super clear how rammot awakened his nen, but if you go back to the heaven's arena arc Wing told the boys that everyone on the 200th floor knows how to use nen and when someone gets up there without knowing about it they get the "traditional nen greeting" where they beat the snot out of you. Wing used his nen on the kids in a gentle way to awaken their nen without hurting them. So Rammot basically got the traditional nen greeting from gon and killua when they used nen on him.
