The executive chef is responsible for overall business operations with final approval on the menu, and the CDC runs the kitchen on a day-to-day basis. Whatever assistance Carmy is giving in the kitchen during dinner service is basically him just floating around and keeping an eye on things - Sydney is the one actually managing the staff, though. That's why he said, "It's your ship now, captain" to her right before she gave the word to open the door. She's in the exact same job here as what Carmen was doing when he worked at Eleven Madison Park in NYC (a real 3 star restaurant), with the tyrant executive chef played by Joel McHale yelling in his ear.
