So the Enclave is it's own separate organization from vault-tec that was made from old politicians, the president and what not from before the bombs drop. They were seen a lot more in the old games 1 & 2 especially cause they took place in California and they were even the main bad guys in fallout 2. They definitely had some ties with vault tech though so that's why thr doctor probably knew so much
