Killua did mention when he and Gon was with Kite that his ability would be stronger if he charged it up. He must be able to somehow store the electricity he absorbs since it is his power. And I'm guessing it's also a nen condition thing. Remember that he did say that electricity still hurts him but he is accustomed to it because of his upbringing. So the more he absorbs, the more powerful he becomes but of course he has a limit. Netero's intention must be clear to you by now. He did want to fight to the max. It was political because he knew that it wouldn't be that simple to eradicate these sentient and powerful ants and that he may have to resort to using a bomb that is sanctioned by international treaties, which he did. So having to use "any means necessary" puts the blame on the Association in a "damned if you do, damned if you don't" fashion. Notice that when he and Meruem arrived at the location, he explicitly said that the place was a bomb testing site.
