The scene where he approached him outside his home was in episode 2 when Gi-hun had left the game and learned his mother had diabetes and might lose her feet. It was before he decided to return to the games. They had another encounter in later episodes.

That bread and lottery exercise was just him on his lunch break, fucking with poor people. He has such disdain for them, and represents people who honestly look down on poor people and blame them 100% for their circumstances. They have (or put) them into desperate circumstances and then judge them when they choose the hope of something better in the future versus an immediate (yet temporary) solution. Later, we learn that most likely comes from having an unsuccessful and bad with money father. The second season picked up a pre-debut Emmy nom, and I really wish Gong Yoo would have gotten one as well.
