Because it downloads a file and then decompresses it i had to delete the already decompressed files before the game started to decompress the newly downloaded files. I think the game has an issue with overwriting files that already exist

I had a similar problem when I first downloaded MSFS. The way I fixed it was that i had to babysit the download and delete the files that kept causing the reset issue. (each time it reset I had to pause the download delete all the files that it was redownloading again). I kept doing this over and over again until eventually it reached the end of the files that it had already downloaded started downloading new files again. PS put "-FastLaunch" in your steam launch options to disable the developer logos on startup
