Tornado getting the asteroid is actually a mistake. The creator was giving what was supposed to happen, which was that Tatsumaki (Tornado) drops a huge boulder on his head and as it falls he has a flashback to seeing the original meteor. This was misinterpreted and they thought he wanted her to bring a meteor down on him. So you won't be seeing her do anything on that level (at least for a very long time) within the story. Also it will probably be shown at some point far in the future of the Anime, so I won't spoil and give the details. But this is not Earth as we know it and there is an explanation for how the cities are setup and why only "Japan" is shown.
