To expand on what 3illi said, "chibi" is a cutesy way of saying "chiisai" which means small/tiny and -chan is an endearment to denote baby talk or inject some infantilization, or just cutesy talk, so the thing you call chibi-chan doesn't have to be cute lol it's just them jnfantalizing Hinata playfully, except Tsukki in S1 said it in an instigative way. But you can call pets, girls, children, or things you find cute like if you like bears "kuma-chan" it's akin to like.. "baby" or "sweetey" so if you're really close with a male, you can call him -chan too. I call my cousin Kuri-chan for eg. It's basically like shrimp or shorty, but it's not like here in USA where I go to work, school, or one of my father's friends calls me "hey shorty" without being close. In Japan, you'd be seen as picking a fight (like Tsukki did) if you used that on someone you're not fairly close with. So like 3illi said, it depends on context. So I like to thing the literal and better translation is "tiny-whiny" because of -chan being cutesy lol
