If you return to season 2 episode 10 at 12:45 you can see one of Ymir's followers who was a woman with short blonde her nodding to Ymir when they were arrested ! This woman is supposed to be that titan ! and as Steph said the titan mistaken Ilse for Ymir because they look like each other !
