I an not usually averse to "fan service" but I dislike wen detracts from the story. BUT! on CG case it's the exception, the guren motorcycle like seat + camera angles always get me to chuckle, it's so gratuitous and unnecessarily on the nose that turns back around and becomes a positive point for me

Another theory is that the other students were replaced after the school was evacuated in season 1, so he only had to alter the memories of the council members, while the new students wouldn’t know Lelouch or Nunnally anyway. It seems like the Emperor put in a lot of effort to maintain this charade.
