Rei was dying when his unit was burning after the fight with Shin, but while that was happening he got transferred to a nearby unit. After that when they were about to get killed he transferred into a nearby Dinosauria and turned against the Legion drones. He carried Spearhead to Federacy territory while being attacked by the other Legion units as he was recognized as an enemy and shot down right before the Federacy rescued Spearhead (for full info read Volume 2 chapter 2). It was more straightforward in the novel, however the anime did such a great job portraying it using symbolism of Rei carrying little Shin... in the end, he did protected his little brother. Well, if you think about it, he also protected Shin during his entire war campaign because he "gave" Shin the ability to detect the Legion, which allows him to survive for this long... This is the last we'll ever see of Rei. RIP best brother.

A couple points of clarification: Rei, Shin's brother, transferred to another legion before he was destroyed. He rescued them and took them to Giad before he was destroyed. If you look at EP 11, you can see a bright light in the final seconds before it looks like Shin is going to be taken (which is presumably Rei shooting at the legion). That's why they're talking about the old dinosauria model (this is the type of legion that they fought him in) that was with them. The show chose to show this symbolically, which leads to a lot of confusion. The original light novel was a standalone novel where the ending was the end of episode 9, with a epilogue that occurred later. EP 10 and 11 are from short stories, later compiled into Alter 1. I think the reason the author was so comfortable "baiting" the audience with the 86's death is that the fact that they were still alive was already spoiled by volume 2. Good catch that Giad would know of the "certain family" that the Para-raid ability comes from. Good catch that Frederica is loyalty. It retrospect it's obvious because she uses all these big words and calls the PRESIDENT a lowly bureaucrat but I missed it the first time. The reason the toys are for such young children is that they are donations from the people of Giad. The people know that children were rescued from San Magnolia, but the 86's personal information has not been disclosed.
