She wasn’t really a deity of peace, though (even though the dogs did call her “the Wolf of Peace”, if I recall correctly); more like the deity of death/the afterlife… as she was the one who gave Zahira back her life in exchange for Frea’s (at Frea’s request), and also the one who visited Lifa when she was near death, as you already mentioned.
